ARRA: Energy Efficiency and Conservation Block Grant

 

On March 26, 2009, the Department of Energy (DOE) released the DE-Funding Opportunity Announcement-0000013 and the funding allocations for the Energy Efficiency and Conservation Block Grant (EECBG) portion of the American Recovery and Reinvestment Act (ARRA).

DOE allocated Utah direct formula grants totaling $34,214,700 to use for projects to reduce energy use and fossil fuel emissions, improve energy efficiency, stimulate the economy, and create or retain jobs. Of the $34 million, Utah formula cities and counties were allocated $18,184,100, and federally recognized tribes in Utah were allocated $6,437,100.

The remaining $9,593,500 was allocated to the Office of Energy Development (OED) by DOE for the EECBG program. DOE issued the EECBG contract between DOE and OED. See the box above for the Special Terms and Conditions of this contract. The Scope of Work for the OED is to provide the funds for energy efficiency and on-site renewable energy activities to local governments that were not allocated direct formula grants from DOE.

Previous Updates and Information

The OED posted the RGA through BidSync in December 2009 and issued answers to Frequently Asked Questions through our list serve during the application period, which closed in January 2010.

The OED scheduled EECBG-related presentations and discussion groups with non-formula cities and counties across the state during the summer and fall of 2009. The Utah Associations of Governments hosted most of these presentations. The OED would like to thank all those who assisted in facilitating those meetings; the Utah Associations of Governments really helped out!

The OED released a survey on May 21, 2009, requesting information from non-formula cities and counties. This survey was a mechanism for the OED to gather information about proposals cities and counties were developing for the Utah EECBG opportunity. It also provided information to communities about what the OED may have required. The OED thanked those communities that participated in the survey.

Formula Utah Cities, Counties, and Tribes

To receive the allocated funds, states, formula cities, counties, and tribes were required to submit their applications and Energy Strategies for the direct formula grants to DOE by August 10, 2009. DOE has awarded most, but may still be reviewing some applications. For updates on which formula entities have been awarded, please visit DOE’s EECBG Web site.
