Background

On March 12, 2009, the Department of Energy (DOE) released the guidelines and the funding allocations for the State Energy Program (SEP) Formula Grant portion of the American Recovery and Reinvestment Act (ARRA).

The American Recovery and Reinvestment Act of 2009 directs the states to focus SEP funding on energy efficiency and renewable energy programs. Specifically, the ARRA calls for expanding existing programs or creating new programs to carry out SEP activities. Monies will be directed to energy efficiency retrofits of buildings and facilities, and to support renewable energy projects.

The Utah State Energy Program (USEP) was allocated $35.2 million to support energy efficiency, energy conservation, and renewable energy programs. To receive funding, an initial application by USEP was submitted on March 24, 2009. A comprehensive application was submitted on May 12, 2009. USEP has until October of 2010 to commit the funds and until April of 2012 to expend all of the funds.

USEP has already issued a number of requests for grant applications (RGAs) for programs and projects and will issue the remaining RGAs in the coming months. For more information pertaining to RGAs, register for our listserv, revisit this Web site, and register with BidSync.

Status of Programs

Energy Outreach, Education and Marketing Campaigns Program is active. Activities are being administered by the National Energy Foundation, Utah Clean Energy, the Utah Jazz, and the Division of Facilities Construction and Management (DFCM).
Renewable Resource Assessment Program Program is active and being administered internally by USEP.
Utah Energy Statistics Data Education Program is active and being administered internally by USEP.
Alternative Fuel Education and Outreach Program is active and being administered by Utah Clean Cities Coalition.
Utah Building Energy Efficiency Strategies (UBEES) Program is active and being administered by the Division of Facilities Construction and Management.
Renewable Energy Development Incentive & Utah Generated Renewable Energy Electricity Network (UGREEN) Program is active and being administered by the Governor’s Office of Economic Development.
Utah Renewable Energy Zone Task Force, Phase II Program is active and being administered by the Governor’s Office of Economic Development and Black and Veatch Special Projects Corp.
Energy Education and Efficiency Consultation for Industry Program is active and being administered by Nexant Inc.
Energy Efficiency in State-owned Buildings Program is active and being administered by the Division of Facilities Construction and Management.
Renewable Energy Grants for State-owned Buildings Program is active and being administered by the Division of Facilities Construction and Management.
Home Performance with ENERGY STAR RGA closed. Applications are under review.
Renewable Energy Grants for Public Schools (Solar for Schools) Program is active and being administered by Johnson Controls Inc.
Energy Efficiency Grants for Public Schools RGA closed. Applications are under review.
